Louise Towers, Paul Boyce and Chris Wright have joined the group board of Capacity, the public service innovation agency based in Liverpool City Region, bringing experience in finance, strategy, operations and children’s social care to the organisation, as it celebrates its tenth anniversary.
They will work with Capacity’s Chair, Liz Cross and three other non-executive directors and three executive directors who have responsibility for setting the organisation’s vision ‘to make public services people services’.

Louise Towers is Group Chief Executive of Merseyside Special Investment Fund. She has spent two decades in boardrooms and leadership teams across private equity-backed, listed and not-for-profit organisations. Louise brings a combination of finance, strategy and operational experience to Capacity’s board, and our group subsidiaries, alongside her existing roles at MSIF and River Capital.

Paul Boyce spent fifteen years in senior leadership roles across local government, the NHS and the Department for Education as a commissioner and advisor. Paul is a partner at Coral Reef leading their practice and commissioning work. He also sits on the board of Mersey Youth Association. Paul received an OBE in 2021 for services to children across Liverpool City Region.

Chris Wright has 30 years’ experience across the social care and criminal justice systems in both practice and policy. Until 2022, Chris was the Chief Executive of Catch22, the social business driving public service reform, leading a team of 1,800 staff and volunteers and supporting over 100,000 people nationally. Chris is the Chair of Catalyst Choices CIC, trustee of AllChild, non-executive director with Better Society Capital and the Lincolnshire Partnership Foundation Trust.
